You should mention both the good and bad points, then suggest anything good there.
Developers occasionally sees the reviews and may take yours. They can also reply you based on your review!
Maintain good language and try to write in English. In some apps having referral codes, mention them. Express yourself on reviews, like THIS APP IS AWESOME, I LOVE IT etc.

Also don’t rate 1 star mentioning a bad feature of the app, or a bug! Sometimes a good app that has one unsatisfactory feature, many people rate 1 star mentioning it.
If you ever face an issue, or see something that is not good, mail the developer about the issue, and try to gather their attention! In that way it will be fixed quickly and the app will be better developed. Good for all? Okay.
Don’t rate 1 star without a comment. Better you don’t comment.
But while rating one star a proper reason is extremely essential.
If the app is really worthless, you need to state it with proper reason. It helps others to know it before downloading.
Lastly, all the things I mentioned above is not at all mandatory and is purely depended upto your mentality.
But these will really make you professional and gradually you will know how to review better.
